Didn't that happen at a baseball game I think? Was it in Toronto? They were scanning the hotel windows and scanned to a couple going at it during the game?

Trustees committee advances proposals for appropriations request, renovations, real estate divestitures | Penn State University

The Penn State Board of Trustees’ Finance and Investment Committee advanced a series of proposals during its meeting on Sept. 17 including an appropriations request for the 2027-28 fiscal year, a series of real estate transactions, and renovation projects at various campuses, among other items.
