There's a conspiracy theory out there that the NCAA actually wants to create chaos right now to force Congress to clean up their mess. Not sure if I believe that or not but it certainly is plausible. As much as I dislike the current system I have loathed the NCAA's decades of overreach even more. Where there may be doubt over whether or not the want the chaos, there is no doubt over who forced it.

1 free transfer for 4 years
5 yrs to play 4 but must stay academically eligible for all 5
I think that would be a compromise everyone could live with and yet the NCAA wouldn't even consider it even when the writing was on the wall.
