Uh, in terms of state schools, whether it's RU or Auburn or University of Michigan the point of them is to educate people of the state without preference to income. Is Clemson turning away poor but qualified applicants from rural South Carolina or their poorer parts of Charleston or Greenville? They are not. Why would RU be any different?
The difference is some rich person from Mount Pleasant SC or Grosse Point MI cares way less than their rich child might share a classroom with a poor one. As you wonderfully illustrated, NJ parents are aholes in that regard. I am actually quite confident that many have your absurd attitude (oh no, a Honda Civic on campus) but their ignorance is so boundary crossing that they're not realizing that their kid will be around "poors" at the SEC schools too. It's more that the people they brag to maybe moronically impressed by OOS tuition paying.
A rich person from Grosse Point MI cares less? You sure about that? I know no one from Mount Pleasant so I have no basis for comment.
