On July 2, the sheriff's office executed a search warrant at the home of Rhoda R.M. Gorvin, 34, and Antonio D. Polland, 32, due to animal welfare concerns. They found dogs confined to kennels with no access to food or water in pungent, unsanitary conditions from urine and feces throughout their home and shed at the Breckenridge Estates mobile home park, a few miles southeast of Iowa City, according to criminal complaints.

Authorities said both Gorvin and Polland admitted to operating a business selling dogs, even though they are not licensed breeders.
