Bs. O'Brien was looking for an exist as soon as hit hit the fan. Sanctions were phased in and out. One they hit the next phase O'Brien bailed. Year 1 he did not have to play any sanction players. They were on the bench.
O’Brien was there for 2 full years and he left to become head coach at the Texans. Not really bolting when you upgrade your head coaching position to the nfl.
He was also lied to when he was told that there would be no penalties FWIW....let's not skip over little things like that.

Did I see something recently on X I believe that big game james was already complaining about his office space at VT and wanted it bigger? Meanwhile Campbell had a large chunk of his office inherited from big game james cut out so the special teams would have a video room? If so what differences between coaches... We are seeing why PSU players are happier, PSU football alumni are happy and welcomed now back, the PSU administration is happier.

OBrien had some huge challenges to face - but his situation and Franklin's were far different.
OBrien had to deal with:
The immediate cluster of the "open recruiting" of the PSU roster. (Thank you PSU BOT and the NCAA)
And he had to deal with maintaining program focus in the face of the daily insanity surrounding the program.
I think he handled both pretty well - and, as you said, he had a far better roster to work with than Franklin did the day when Franklin walked in the door (and part of the credit for having the better roster, in fairness, goes to OBrien for keeping a good number of the better and more veteran players at PSU)
There was no coach this side of God who could have maintained a quality roster given the NCAA/BOT sanctions that were imposed at the time.
Franklin had to deal with:
A hugely depleted, young, thin, not-very-talented roster.
But once the sanctions were lifted - which occurred a few months before Franklin came in (thanks to a few NEW members of the BOT, and some very perseverant PSU folks in the broader community):
Primarily the limitations on roster size, # of recruits they could sign per year, and the lifting of the Bowl ban.
The way was then cleared to replenish the roster, which he did, in fairness, quicker than one could have reasonably expected.
Very different challenges facing each coach. I think both handled their early years pretty well.

The FOIA broadly applies to only Federal institutions (which would include the Academies, and that's about it).

Bottom line, they offer the strongest public records access of the three institutions CJF has been a HC for. Or is that wrong too?

That may - or may not be - true. And would likely depend on the specific nature of the requested information, and the specific State statutes (if any). Given the status of Tennessee's state regs, it is dubious if even on a state level such a contention would be correct - but that is another animal anyway (I couldn't swear to it, and would not have interest in researching it, but I think that was in play wrt the information that came out wrt Former HCJF's time at Vandy - but that is not gospel).
But, in any event, that is simply deeper information on the broad topic of access to information at Universities (free of charge). It is all irrelevant wrt what the post claimed - at least what you relayed, which I assume was an accurate re-telling - which is simply inaccurate and therefore not true.
