D2 had 3, gets 3. No change.

D4 drops from 7 to 6, but NE bumps up from 4 to 5 state qualifiers. So D4 still gets more regional qualifiers than NE gets state qualifiers.

Given that D4 is much stronger than D2 and D9, there should be little to no change for D4 schools' state qualifiers.
