I think most people support providing assistance to people who are struggling due to no fault of their own. A lot of people don't support programs that encourage dependency. I also think they have to make sense financially. I think it's a little ridiculous to spend $150k/yr to get people off the street but your measure might be that it got a person off the street regardless of cost.

the inflation reduction act was passed mid 2022, right after inflation had already peaked. I don't know if it reduced inflation directly, but its hard to argue it caused any inflation, as it was back to 3(ish)% range with a year of the bill's passage.
The infrastructure bill (IIJA) was a spending bill spread out over the next 5 federal fiscal years. And even then, DOTs have up to 4 years after the money is "programmed" on a project before any money is actually being spent. The vast majority of the funding provided is the IIJA came well after inflation had peaked.

The biggest bill was the American rescue plan that was approved in March and much of the spending occurred immediately (including $1,400 stimulus checks). ~90% of people remained employed through covid and many actually worked from home and saved money on things like commuting and lunch. They didn't need another stimulus check. I recall money earmarked for schools to reopen safely that didn't begin to be spent until long after when schools were already open.
I think Covid spending under Trump and a democrat congress was double what was necessary. In some states like NY people were getting nearly $60k per year in unemployment benefits. Why work? Rents were forgiven. Loans were forgiven. Things like forgivable PPP loans were also abused. All of that + pent up demand and some short term supply disruptions created an environment ripe for inflation. Biden's $4 trillion (not all spent at once) was on top of that and it made a potentially inflationary situation much worse. Add that the Fed kept interest rates barely above zero until mid 2022 when inflation had already taken off. That's one of the big reasons why housing prices took off and people don't want to sell their homes and lose their 2.5% mortgages.
