Go every year because I live here. Sometimes find something worth buying. Its a nice walk around town. Hopefully the weather will cooperate. The Peoples Choice is also back in Boalsburg(instead of being way out at the Grange Fairgrounds in Centre Hall) so will most likely go check that out as well. Boal City Brewing is right across the street which is a place with solid beer and vibes(as the youngsters say).
Potter, the food vendor selection has improved and expanded. If Maine Bay and Berry has their stand set up, find it for a Lobster Roll. Ice cream up on campus, all sorts of stuff in between.
Head over to MLK plaza for the Craft Beverage Garden then walk over to Allen Street to catch whatever band is on the stage. ( Pretty certain Ted McKloskey and the HiFis is on at least:30 pm Friday. Always great.
Unfortunately, Tgar is teaching Fly casting lessons to a bunch of High School kids Thursday ( Trout in the Classroom nerds ) and rolling down to Baltimore for an Orioles game Friday. Would enjoy the opportunity to meet you.

Wifey and I will go at least once, probably twice between Thursday and Sunday. To Boalsburg, also. If it looks like our schedule may match up Thursday or Friday, I would enjoy meeting you.
My food advice (fwiw) is to stay away from the Snyder's (I think that's the name) food stands. There are plenty of better options all around downtown and in Boalsburg.
For example, away from the main Arts Fest area, Antifragile Brewing in Calder Alley behind the Student Book Store offers terrific cheesesteaks in front of their pub. Within the main Arts Fest footprint, there are trucks over by the HS football stadium, and at the end of the footprint just off off Allen Street that offer some tasty fare.
As Tgar said, lots of good music to be enjoyed at various venues all days. Some great art and crafts, some "interesting" art and crafts, some WTH stuff, to be seen, considered, bought, or whatever, too.

First year that I haven’t gone in a long, long time since I graduated. First one was 1981 and only missed a couple since including the weekend of my older daughter’s wedding in 2016. The other was when we were living in the Detroit area and my wife was near term. The Arts Fest has always been a reunion for my college friends and me and that’s why pretty much no matter where I lived we still went.
Living in FL full time since 2017 this is the first one I haven’t driven up for since then. Just getting to be too long of a haul and too expensive. The money I save by not attending is helping pay for a trip to Italy in September.
