Interesting initial discussions, but being that this was only their second meeting I don't see any actual changes taking place for a few years.

Spit balling here, what about some type of "one time free transfer" per student and then more stringent adherence to the current rules?

In the end it is all about what they are trying to accomplish.

Oh yea, nothing is changing for upcoming year. It was actually their 3rd meeting, and I'm guessing 27-28 year is when first steps will be implemented.

I feel like something along these lines was mentioned in the minutes of a previous meeting.

What do you mean by more stringent adherence to the current rules? According to some here everything being done in terms of transfers is completely above board and abiding by all the rules.

Curious as to what the committee can implement. What all can they do without it going to a vote by all the schools?

I don't know this for sure, I could be very wrong. But I am under the impression that very top-end changes like adding more classes per sport, open classes, etc do not need votes. I think transfer stuff would need by law changes with member votes.
