Why would the head of the FBI want to release those files so close to a gubernatorial election that Swalwell will be participating in? Since I would imagine that Swawell's relations with a communicate spy could be a campaign issue raised by an opponent, wouldn't it be beneficial to have the trump admin's FBI director release a file that came to the conclusion "NO VIOLATIONS". It didn't matter that there was no new evidence of wrongdoing, many voters had second thoughts about supporting her under the belief that there must be something there.
