As far as transfers, just make schools pay a buyout to the school they take a transfer from, like they do for coaches. That would solve a lot of the problems with the transfer portal.

The problem is college athletes are adults. The law basically stipulates that they should be paid fair market value, even if the path to this is somewhat circuitous. What the EO does is like trying to tell a teacher, police officer, businessman that they can't look for a better opportunity because it is a pain the *** on the system. Imagine telling somebody in business they only get one move in their career and are then locked into a salary that is provided by their last boss. Of course, people USED to be treated this way by big business 100 years ago but decades of labor laws have allowed people freedom to earn fair market value. Of course fans, coaches, ADs want to put the genie back in the bottle but this is a labor dispute and the clock won't be turned back on this one. I haven't read the whole thing but the single transfer rule would create a ton of problems. Imagine redshirting one year, and you decide to transfer closer to home. You have to sign a four year deal with the school because you can't transfer again, but you haven't played yet. So you a take a four year, 400k contract. You then become an all-conference player and are making 10x less than the incoming freshman, so your only option is to go pro or hold out and not play, you have lost all leverage. So instead of transfers we are going to see hold-outs or guys go pro and sign free agent deals. This is all my opinion if it happens during an active season for a player (first day of practice until the teams last game of the season). Every other time of year? Do whatever you want. Wild West. If we do unlimited transfers I’d be for a 4 year hard limit. If a player takes money, his clock starts. You have 4 years to play school and get your degree before you need to move along.
That is currently the rule no one is following, it was already in the House Settlement and CSC that Nebraska players are suing.Have the kids sign a 4-year letter of intent out of high school. If they leave, then they or the school they transfer to has to pay the remainder of their scholarship to the school they transferred from. So if you transfer from say Northern Iowa to Iowa State after your first year, Iowa State would have to pay Northern Iowa for the amount of the remaining 3 years.

I agree with most of what your saying. There should be some sort of salary cap in place though. And the school accepting the transfer should have to reimburse the former school for costs that school paid on their behalf. Otherwise the top 10 schools with huge donor bases will rule college football forever. Smaller schools who invest a lot in player recruiting and development only to see a big fish poach their best players is not good for the sport.Each player should be able to come and go as they please.
