Don't know the pay/retire structure in place but it is possible by delaying until 1 October allows Que to get credit for a new year on day 1 and that means more money in retirement. People are adept at working the system in their favor. I am not saying this is the case, but could be a reason for the date and timing.

They know exactly what they are doing when it comes to retirement. Plus, I don’t think they’re on the state retirement program any longer. Seems like there was something about that about four or five years ago where they were not considered part of the state they were like their own nonprofit.
