I would definitely like to learn more about what exactly that person is doing to keep things above board. Do you happen to remember the guy's name or staff position title? About the only thing I could think of to keep it above board is work to identify potential NIL opportunities inside of that athlete's home country. There aren't really waivers or anything as it relates to student visa holders and no collegiate athlete can qualify for a P-1 visa while competing at the NCAA level.

My guess is that if he is making anything, it is coming from a Japanese endorsement, only airing in Japan, where the money gets deposited into a Japanese bank account. Penn State may or may not have helped him with it, but none of that can flow through a US company, bank account, or happen inside the US. That may work. There may be another few potential ways to do it. I honestly don’t know. I just know that no school is going to risk losing their ability to sponsor international students over any student athlete so anything done is going to be within the letter of the law.Iowa has been able to give Aussie punters NIL/rev share $$$. I don't remember how but there is an ethical and legal way to do it. I want to say it had something to do with them being in their country of origin when the money is paid.

F1 student visas limit international students to a max of 20 hours of work a week at their college/university or in a job directly related to their major. The vast majority who do work are employed by their college because finding a job as an under grad student directly related to your major is very difficult.International students can and do get jobs on campus that are not within their potential career field. Dining hall, library, residence commons, campus security, clerical work, etc. I'm not sure what the regulations are for off campus/non-university jobs.

I can also tell you that if you have an international intern that works even an extra .5 hours over their limitation that you will hear about it from the university and if you have someone work more than about 2 hours beyond their limit, you will have to fill out extra paperwork to be filed with US Immigration basically stating "I'm an idiot that lost track of their hours, please don't take away their student visa". I'm a bit of a self-taught expert on that one.
