One company my sister worked for would have an annual conference and the keynote speaker would be any variety of celebrity. My sister would be the photographer for their celeb shots. I definitely recall one was General Shwarzkopf. They never charged additional for those fan style photos.
Dont put it past anyone to charge for that too.
I believe the new technique is to “include” the photo from the designated photographer in the price of admission. No pics with personal cameras. I think this is mainly done to speed up the process.
