The term terroristic threat has been around longer than modern terrorists. Basically it means making some fear for their well being. So yes, waving a gun at someone is a terroristic threat.

I don’t conceal carry , but I’m never in a vehicle without a handgun. Too many wack jobs. My hand to hand combat skills aren’t much these days but I train often with my pistols, I never intend to pull a gun on a human unless I’m going to shoot them.
