in any other line of work there would be no discussion. other organizations do not hire or keep employees who repeatedly break the law.

there are actually rules against fans tweeting recruits on social media but they are not enforceable. obviously the ncaa wants recruiting restricted to coaches but many coaching staffs utilize the internet to actually engage their fanbase in recruiting knowing the violations can not be enforced...
