    City of Charleston is this for real?

    Check my math, city of Charleston has a population of 140k. 26% is African American. Roughly 36,400 African Americans make up the population of the city of Charleston. 100,000,000/ 36,400 = 2,742.25 per citizen. That seems like an incredible amount of taxpayer money for very little benefit.
