That doesn't make a lot of sense to me either. Then why even have the part about head to head if it isn't going to be used when there a multiple teams. Can't just throw out parts of the rules because it gets complicated.

But the way I read it. West Lincoln should be seeded higher based on head to head. Non conference schedule (11 game) record would only be used if there was no head to head.
Is that right?
Does this matter for wildcards too?
West Lincoln beat Newton Conover, and has the same playoff record 5-5, same conference record 2-5, but they are always seeded behind NC.
