    Obviously not everyonen is in there seats. That pic was during the second half kick off when myself and many others were in line for the concessions or had left for the Penguin game or the Pirate game. The number is based on the total passing through the gate not number in the seats at one time.

    If you don't plan to tailgate or anything the best option is to park at Hills Plaza and take the shuttle to the stadium. There's a $2 fee per person each way to take it but you by-pass all of the traffic.
