It looks like to me that the elephant in the room here is, what does the name "Outstanding Wrestler" (or whatever it is called at the time) mean, particularly to the people who vote?
Was Pat Smith voted OW because he kept it together in '94 an was the first 4xer or was it for the accomplishment...
To me "Outstanding" means, literally, whoever stands out the most from his peers, say #10 seed who defeats the #1, #2 and #7 seeds. It might even be an unseeded wrestler who defeated the 2, 6 & 7 seeds to make the finals against another unseeded wrestler only to lose the OW to the first 4x NC...

I probably shouldn't argue with experts (especially at this hour) but he finished 2nd in 1980 when he had 3 falls. Along the way he defeated the #2 seed Byron McGlathery 12-0 and pinned the #3 seed Ricky Dellagatta from the #7 seed. Losing to #1 John Azevedo 17-9.

Ross vs Merrill
Just watched this and if he wrestles smart, I don't see how Merrill will ever consistently, if ever, beat Ross in freestyle where pushing your opponent of the mat is stalling.
