    "Not only do we have the authority, we have the responsibility..." "Penalties should serve as a stark wake-up call to everyone in athletics..." 1998 - 2011 Wins vacated, 5 year probation. Had no chance of getting "Death Penalty". This pretty much seals the fact we'll never see that again.
