Generically speaking the state never outperforms the private sector....based on recent discoveries the state may outperform the private sector in fraud which is quite the accomplishment.
I think they are hoping that it grows the game in the fake teams country and they eventually become not fake teams but until then it gives a lot of minor leaguers great opportunity for high leverage exposure.
