There’s a reason you don’t see college programs doing that hard snap up/down to draw the the defense offsides and the wording of the rule in both codes are very similar!

No. HS Football - this would essentially either stand as an incomplete pass or you would call an inadvertent whistle and replay the down. I would say most crews would keep this as an incomplete pass.
With replay they have clear recovery in immediate action. That’s what they ruled last night
Big run down the sideline - a member of the offensive team went out of bounds on his own and then came back in to block a player. The refs enforced it 15 yards from where he came back in. After that the yardage was still enough for a first down. Did they get it right?
