    Hand has to be over the head for a legal fair catch. An illegal fair catch results in a dead ball once fielded and no penalty for tackling the receiver.

    No, if you are going to field the punt you can point, but can't wave your hands. If you do, regardless of whether you hands went above your head, once you field the punt the play is dead just as if you called a fair catch. It's not a penalty, so it's reviewable.
