    I actually don't completely agree with this. It may not do much, insomuch of a defining tangible statistic of proof that a government program, law or initiative could show, positive or negative, once data becomes available to trace. But policy doesn't 'fix' anything either all on its own accord...

    How exactly is the shooter not being blamed? He was identified, tracked down, detained, thrown in jail and will be prosecuted to the fullest extent of the law. Sounds like the epitome of blame to me.
