Something does need to be done; I'm not sure exactly what, but look at teams like Alleghany leading 3C similarly. Half their district is class 1/2 teams. I wouldn't say no points for beating lower level teams, but maybe cap them at 20 or something?

Don't know all the details, but important to remember we are only getting one side. Whenever the parents complain, schools (in this case, the VHSL) don't make public comments on "discipline" issues.
