    A lot of Wake schools don't even bother with the magnets mainly because they have to transfer early in their HS years. McKinney Vento and fake addresses are more the norm.

Its harder in the East than choice transfer schools but it happens everywhere. Some do it getting their kids leaving 8th grade others get them during their hs time...
