No he can't just reverse them but even if he could, the border needs to be funded and an executive order can't do that. It can also be challenged in court. You can't just wait for Trump to do it because he may not win and even if he does, he'll probably lose the majority in the House, which means nothing will get done.

Republicans want Biden to issue an Executive Order (the irony is not lost on me), and dems (myself specifically) would prefer to see a bipartisan bill pass. It also adds an additional 1300 CBP agents and 100 fentanyl scanners to the border, in addition to the “judges and processing” you mentioned.
