She was lawfully ordered to exit the vehicle, she failed to follow a lawful order and attempted to flee. In the process she hit a Federal Agent and got shot in the process. Ashley wasnt given any lawful commands to follow, she just got shot while not attacking anybody...

Her intentions are mostly irrelevant tbh she hit the officer with her car after being legally detained and instructed to exit her vehicle. We have the body cam footage, you can hear the car strike the officer quite hard and other angles show that he was pushed back significantly (thankfully to the side due to sliding on ice, if the road was clear he would have very likely been drug by the car as she drove off). It was entirely justified given her criminal behavior.

You avoid being thrown to the ground by complying with lawful orders to begin with. The whole reason they went hands on is because 1- he failed to comply with those lawful orders and 2- he assaulted Agents and attempted to interfere with Agents arresting another person doing the same.
