James Comey isn't getting a check dumbass. He part of the reason there's a settlement being set up. It's why he got fired and is now going to be indicted multiple times. That goes for numerous other former Government Employees.

I don't know much about the case, but it could be a procedural issue.
This is more Trump talk IMO. He knows the DOJ has already been funded to include civil settlements. Close to $90 billion annually, I think. Trump's fund is peanuts compared to that. Trump knows all this and set up the $1.776 Fund anyway. He just likes picking fights and seeing what he can get.
It is similar to Virginia's redistricting vote. The Attorney General and DNC legal team had to know they were too late to hold that vote but they did it anyway. They knew they would lose when challenged but did it anyway.
