It wouldn’t surprise me if he’s intending to take the Trinidad Chambliss approach where even though it wasn’t really reported at the time because he was deep down the depth chart and wouldn’t have played much anyway, he tries to come back and claim that he had some kind of nagging injury and should be able to count that as a medical redshirt. There wouldn’t even seem to be a basis for an appeal otherwise.

That did seem to be what they were saying, about a minor injury that kept him from being full strength a while.

The way too fix this disadvantage would be for Kentucky to eliminate state income tax. Unfortunately I see very little to no chance of this happening.
Eliminating SIT would almost certainly come with increases to sales tax and property tax. They’re getting the money from somewhere. And unless you’re in the top 1%-5% of income a high sales tax is typically more onerous than high income tax.

It was mostly just in response to it being more attractive to recruits. Obviously I would not favor anything that would take more from common people. If it could be done by slashing the government's budget that would interest me.

Fixed how? There's a reason people move to TN, TX and FL in droves. And no SIT is a big one.
Not directly related to your post, but Florida looks like a 3rd world country in many of the non tourist areas. Just never understood the appeal of Florida. And the weather is completely overrated. Hot, humid and daily thunderstorms for about 9 months of the year. I guess everyone has their preferences, but it's literally one of the last states that I would move.

They are gaining tax revenue from the individuals and companies that move there for lower taxation.
Out here in wingnut Oregon the taxes are ridiculous, yet the same government whines annually about deficits and needing more money. They are running their tax base away to other more tax friendly states.

Kentucky has triggers that lower it every year if they are met. If they stay on track it should be gone by 2034.

Kentucky top rate has actually dropped in recent years. Used to be 6% and you reached it with very low taxable income. I don’t know about Lexington but an additional 2.2% in Louisville. 5% of one million is $50,000. That’s not chump change. I grew up on the Ky. Tenn. border and most new housing was on the Tennessee side and most of the groceries were on the Kentucky side where there is no sales tax on most groceries. People definitely respond to taxes.

You all actually read anything? Florida population is going down now because no one can afford real estate, insurance, these associations. The villages are going broke. Ask anyone who lives their and not some AI generated fake news marketing plan.. They are a football school.
That's the first time I've heard anyone say Florida's population is dropping. From what I see their population has grown 8% since 2020 and is forecasted to keep on growing. I am seeing that between 2000 and 2025 Florida's population grew 25 out of 25 years.

You do realize home insurance on homes are going up EVERYWHERE, correct?

The net may be more people moving into the state, but many more people are moving away compared to past years. Three neighbors in my subdivision are moving to NC and TN and somewhere else because they can't afford it here anymore. In seminole county our taxes were just increased. For several years the state has given sweetheart deals to insurance companies and the rates have still gone up. Plus, the state has not gotten tough on the many ridiculous insurance rejections of claims. In other words, it is still a very good state for businesses as compared to citizens. In seminole county I expect several commissioners to lose their seats, because they allowed an explosion of apartment complexes without sufficient impact fees. Instead, the homeowners and county sales tax are paying it.

He chastised people for not reading anything and not knowing that Florida's population was dropping. In fact Florida's population has long been rising and is forecasted to continue doing so.
