It's called Negotiated Resolution. To save time and money, and to get the penalties implemented quicker and without a formal hearing, the enforcement staff will work with at-risk parties' attorneys to see if they can agree on what the violations and penalties will be. If they can agree, they present the agreement to the Committee on Infractions, which can either accept or reject it. If rejected, the matter goes to formal hearing -- and then everybody bitches about how long it takes to implement the penalties.

Whoa. NU brought immense value to the Big 10 bottom line. All kinds of cable providers across the country were forced to add the Big 10 network as part of basic cable because of NU's rabid fan base. Then look at ratings for NU games and how many prime time games we played.
